Looks to have been taken at Erkenbrack Beach / Park. Charles Erckenbrack originally from Seattle, WA, he was responsible for overseeing all the original Estero Bond Sales, raising important revenue for the young community.  Charles did such a great job that T. Jack Foster named this park after him.
